With an attenuation of 45dB gives you a line length in the region of 3-3.5km from the exchange. Obviously this distance could be less, and the high attenuation caused by the age and quality of the copper wire, or if any sections have been replaced with aluminium cable.
Realistically you should see a sync of around 7000kbps, so you are lucky to be getting anything above that. Personally I would settle for 7000kbps with a 6dB SNR, and a more stable connection.
