BSODs at 4.3 means it's not stable - it'd just need some extra voltage.
If you can run it fine at 4.1GHz and don't want to go any further, that's still better than the stock 3.5. It's nothing to do with your PSU, that's more than enough.
I didnt even get as far as it running @4.1 lol ...I couldnt even get the CPU Ratio from Auto to 20....the BIOS froze so I had to keep re-booting ...but i haven't given up totally
The BIOS shouldn't freeze, it doesn't apply the setting until you save it. Reset it to defaults and try 20 again. When Windows boots up check it's at 4GHz in CPU-Z or something. It's possible you won't be able to run it at 4GHz on stock voltage but you can get back to that later.

when i say it froze , i was able to move the cursor around the screen ....but was unable to go back a page or click anything at all it wouldn't respond plus only half the the boxes on the page had any text at all ...very strange
also would cool and quiet being on or off make any difference or have any affect ?
Not sure what you did, but I don't think it had anything to do with the OC
Most people disable cool and quiet when overclocking, at least when settling on a clock speed/voltage to run at.
I wouldn't give up on it - there's tons of potential in your CPU you're not getting anything out of. It does need a bit of tweaking, but once you get there you'll always have a good idea how to do it in future.
