It wasn't your brother who managed 0-62 in 6.2sec.
It was a previous owner running it on Santa Pod's sticky tarmac, with possibly extra sticky tyres and possibly a different mapping.

I think it hss already been pointed out that SP don't measure 0-60.
he gets a 60 foot time
which is the time it takes him to cover 60 feet
but thats completely different to the time it takes to do 0-60mph.
and a 60 foot time of 6 seconds is terrible. Heck even a knackered old renault 4
which took 60 seconds to the do 1/4 mile. Got a 3 second 60 foot time

Maybe the Renault 4 had a REALLY long 1st gear ratio? 
Octavias aren't great 0-60, I think we've established that, but the grunt in mid range is awesome. I liked mine so much I actually nearly bought a Vectra VXR with the prospect of having a better but similar car...if that makes sense?! Went for the M3 in the end though
