Everyone will have the utilisation problem, but some people are happy with 25fps and some just won't notice.

I don't notice anything above 60FPS, and on inspection it seems it's capped at 60FPS. It's flawlessly running everything I throw at it at 60FPS, so I see no reason to complain

Been a bit of good news coming out over on NBR regarding the 7970, so hopefully there will be a fix.
