Odd BB speed test results

I normally use Speedtest.net for a simple speed test but I've had a problem with my in-laws ADSL recently.

Their router says connected at 9Mbps (ADSL2+) and it seems to run OK (Youtube videos on an iPad are acceptable) but Speedtest.net shows 1.3Mbps download.

I did all the normal tests and even tried a different router. Then I tried other speed test web sites BT Wholesale and UKBroadband checker I think. Anyway the other sites all reported a speed of around 6.5Mbps which is what I'd expect.

So why would Speedtest.net continue to come up with 1.3?

At home all the speed test sites show the same speed as each other.

Any ideas?

So other than Speedtest.net, the other services you use all give you the download speeds you'd expect from the connection?

What's the problem here? Have you tried a different Speedtest.net server?
