OEM CPU's - are they brand new?

Ive noticed this on retail chips mind. Small square 'blemishes'. Not scratches or anything like that. And you know that you cant reseal retail packs.
 
Aye, got mine elsewhere as well and was the same, thgouth about it, then just fitted it. Don't know what to make of it- pre-used, tested or just transit marks.
Any other CPU's affected?
