I would like to get a reasonable SSD in the build but that may not be viable with the budget.

As far as CPU and GPU goes.

Amd FX8350 8 core piledriver.
Amd Firepro V4900.

I still use that same cpu and did use that gpu until i needed to run stuff on the games engine side.

The firepro will handle 30+ Million polys easy.
you will also want 16gb of ram.

I'd tend to go for the 8320 over the 8350, purely because of the price difference. Same amount of cores and just as overclockable.

Change the motherboard for one with 8+2 phase power/VRM if you're going to use that CPU. Something like this:
