Office/Football Manager PC for Brother

Just looking for some ideas for a PC to put together for my brother, looking for a full base (Already has monitor & speakers) upto about £400 to just be a smooth, fast windows/office/Football Manager 2017 machine, he's really not bothered about playing other, more graphically intense games!

Any ideas on what you'd go with? Its been a long time since I did this!
