To be fair, it may well be that the guy recently lost his job or so, keeps getting knocked back from other jobs and has been pinning his hopes of being able to support his family on getting that licence and a HGV driving job.

Of course this is all hypothetical, but I can only see events like this becoming more common as people at the bottom of the chain get fed up with being constantly trodden into the mud.

i cant see adding this to his C.V. will help him get a job though
