all the characters will be the same if you take them down the same path on the license board. the bad thing about leveling in FF is your characters not in use dont get leveled, which ive hated in every FF game. the good thing about 12 is that all the chars are basically the same and are made unique through the license board.
so pick the 3 chars you find most interesting and use them, and just ditch the other 3 because you can shape your chars into anything you want.
i personally have always preferred melee to magic, and only use magic when i really have to. i dont really see your point with the license board and weapons, just take in mind that each direction of the both (generally) includes certain types and weapons and that may help you decide what weapon types to choose
ive finished the game now and i really enjoyed it, the story seems weaker than the other FF's ive played but i really like the new battle system
