Long shot, but maybe worth trying the verify command? I remember I used to have problems sometimes, cant remember what tho.
e.g. D:\GTAV\GTAVLauncher.exe -verify
Thanks but still no luck
I even turned off router firewall,reset IP and redid the port forward with the new IP settings.
Its hard to say if it's a internet connection issue or windows 10.
