Never had to deal with TVL threats myself, only time i've come close is when we had some idiot come to halls in my first year and tell us we needed one per room.
Then we were just left alone to get on with it - some bought licences for their TVs, some didn't, I personally never bothered with a TV in my room as there was one downstairs in the bar.
 
They kept sending me letters even after I'd been ACTUALLY PAYING THEM FOR TWO YEARS!! And after I called to cancel my direct debit because I was moving out of that house and leaving the tv behind they started sending me EVEN MORE LETTERS, in EVEN MORE THREATENING TONES! :(
