Where to start first off i would like to know if its possible to crossfire 4 7990 and if so what mother board one would need for this as well as other inputs like capture cards etc,

if i can be able to afford them i ant to know what i would need to make them work im just imagining my dream beast machine as i know nothing of water cooling i assume to cool these beasts down that would be a must have,

also cpu needed and other essentials in this project i would love to do if i get a job oh and total price

I think you were looking for some hypothetical answers not questions :p

But here's a hypothetical question for you:

What would you want this ridiculous rig for?

lol same difference ? and probably would want it just because i can ?

im just after something a bit overkill and looking at what i can get for it obviously ill be playing games i mean pong will run on this wont it ?

No, 4 GPU's is the max you can do right now. so 2x7990's = 4 GPU's.

Maybe in the future they make Mega ATX boards with 6 PCIe x8 slots but can you imagine how big there would be.

Thing is though, Tri fire is smooth and the sweet spot for multi gpu but 4 is diminishing returns and a bit messy I have heard. 7990+7970 would be best way to go

I reckon 3 7970's would be a bit cheaper probably run cooler and overclock further.
