if he's left the brake pad on the shoes(if it is shoes) or pads would would rust to the inside of the hub or to the disc.
try taking it off and then pushing it. if it moves your ok. if not youre not and need new pads and discs or new shoes and possibly a hub.
when parking up for a very long time you shouldn't ever leave the handbrake on. you should use wheel chocks.
