Old game ID needed

This game was similar to Outrun except you had bosses and you had to smash into their vehicles to damage them.

I played it on an arcade but I seem to remember it being available for the Mega Drive.

Can't remember much more than that, sorry

Or the sequel, S.C.I. (Special Criminal Investigations) which had guns too.
