I have two ancient PCIe GPUs, an ATI X1950 Pro, and an ATI FireMV 2260 (both 256MB, even the X1950 Pro only benchmarks around 1% the performance of a 1660 Super). As far as I can tell neither have Windows 10 drivers.

Will this mean I literally can't install / run Windows at all, or will it just not work very well - but be fine for setting up the system, installing software etc?

It should work fine in Windows as far as displaying stuff on your monitor. It most likely will be using Microsoft's basic graphics driver, so not something you'd want to try gaming with.
