old problem now appearing with new kit

so this was my problem with my old kit......

when i turn my pc on sometimes the gpu fan runs at full whack, no display on either monitor. to get it to work again i have to physically unplug it from the wall, leave it for a few mins and turn back on, and even then sometimes it will do the same thing

spec is as follows

Case - MountainMods U2 UFO
Motherboard - Asus Maximus Formula SE
Graphics - ATi Radeon 5870 HD
RAM - 4x 1GB Geil ULL DDR2 6400
CPU - Intel Q6600 @ 2.4 (standard) was overclocked to 3.2gHz for ages with no problem
CPU Cooler - Tuniq Tower w/ Akasa 120mm Amber
9x Akasa Amber 120mm case cooling
iMon Ultrabay for Home Cinema
2x 6 fan Zalman Fan Controllers
Aux Monitor - Dell 2407w
2x 500GB Seagate 7200.11
2x 250GB Seagate 7200.10
1x 80 Western Digital Caviar SE (OS drive)
PSU - 790w OCZ ModxStream

i cant see it being a power problem.

when i do get it going i ideally need to go into the BIOS and make voltage changes for the RAM as its meant to run at 2.3v, (in the past if i dont change this i used to get problems, crashing etc)

BUT when i go into the BIOS to make any changes at all, the gpu fan runs at full tilt and the problem comes back

Im thinking either a motherboard, CPU or RAM problem

any ideas?




this is now my new kit, built it all on thursday/friday just past (i didnt change the graphics card) and ive had the same problem happen three times now, only today. the graphics card dosnt appear to be at fault as it was tested for a week in my brothers computer with no faults what so ever, however, i think my corsair ram may be at fault, ive seen it register as 4gb in the bios when really it should be 6gb, i have also seen the red led on the motherboard come on indicating that there may be a fault with the ram

any idea as to what my problem may be? could it be the ram?
 
Sometimes if the cooler is screwed on to tight, it can bend the board a little causing the 4gb ram detection error.
 
It's a mm u2 UFO. My old system was in the case for over a year with no problems. Then I got a problem with tge gpu fan coming on full whack. I think I had a ram problem with my old system too. But now I have changed it all and suspect a ram problem again due to the red light on the mobo and the fact the bios only recognised 4gb at one point
 
still having this problem, the gpu fan comes on full speed now and again. the system is also randomly rebooting itself, i cold be working away and they next thing, the system turns off and starts to reboot.

i have reseated everything, gpu, sata cables, cpu and heatsink, checked all power connections and im still getting the problem.

the only thing i can think of is to change the power supply, it the old from my previous build. i can hear a squealing noise (probably capacitors) coming from either the psu or the graphics card. the graphics card has been tested and works fine in another pc.

the 4gb ram detection is a weird one, the bios will see 4gb as will windows but if i use the likes of cpu-z, it will see all 3 sticks of ram and detect 6gb :S

any help with all of the above would be awesome. what should i try next? im going to buy a new power suppy, probably a corsair hx850 or an enermax modu 87+ 800
 
check for shorts along the pci edge too, I had a rebooting issue in an old system and turned out there was a short along the edge just below the i/o ports
