opening a document; images not loading

Having trouble with opening/downloading a document where none of the images will load up. This is a document that I have been e-mailed.
All images just show up as this..

SO far I have tried, 2 desktop pc's (one Win Vista, one WIn 8, two laptops, (both win7) Tried internet explorer(which I was told would open the images as 'some browsers won't show them properly) Google chrome and now firefox. Also tried iPhone, iPad and yet no luck on any device.

Have printed the document out and the images simply show as a box which is the correct size of the image, with a smaller box inside with a red cross as if the image can't be found.

What type of file are you trying to look at?

Have followed the steps and the images are still not loading.

now saying 'the image cannot currently be displayed'
