Operating temperature - what does it actually mean?

When a manufacturer states an operating temperature, what does that actually mean?

Is it the ambient temperature that the device should work in or is it the temperature range that the actual device can stand?
 
Usually that's the maximum safe temperature that the component can operate at without receiving damage
Usually if the temp exceeds that maximum value (TJMAX) the cpu goes throttle and shut down to prevent damage

to be honest i think that just means the environment temperature or ambient temperature

So it is advised that your room temp is between 0 and 55 C :D
 
That's quite hight, I assume people don't usually let it get past 70 odd.

The reason I am asking is that I am currently modding my fileserver and I am trying to get it run fanless so wondering what the max temperatures are before the components start dying.
