I bought this on steam and installed half life 2 however everything I install after that appears to start downloading at the 60% mark or so. Why is that?

Because most of the games use resources from the core HL2 engine.

So you only need to download the extra assets.

That makes sense cheers, just need to look into why it keeps suspending my downloads and I'm sorted

Steam automatically suspends downloads when you start any game, all you need to do is to alt-tab out of the game and resume them.
