This happened to me - I gave them a call and my contract went from about £50 to £40. I was using about 100 of my 1200 minutes as calls to my girlfriend are free, using lots of texts, and very little internet (as I was wary of the data limit). The new contract has unlimited texts, 200 minutes, and 500mb internet. The guy then said, for being such a loyal customer we're giving you unlimited minutes, unlimited texts, unlimited wifi (BT fon hotspots), and 2 free swappables (they're tv channels), so that brief phone call turned out to be quite rewarding!
They know. While you may believe they don't, I can assure you as an ex-employee of the company in question, that this is far from rocket science and the stuff is already there to do it. Charging for it, now that's a bigger question and a bigger one is calling people out on it.
Simply put, not enough people do it for it to be an issue (except possibly that bloke who did 130GB on his 3 phone a month ago) for networks currently but there is no reason they couldn't start doing this overnight if they really wanted.
