Ordered a Graphics Card, Looks Used. Should I be Concerned?

Haha not in the slightest. All of my boxes are kept in as pristine a condition as possible.Or maybe the OP damaged the box when opening and felt bad so wanted a new one
Security seals sliced or carefully removed by hand. The seals on my vive box took nearly 5 minutes to remove
I can live with a shipping dent but not scruffy and torn. I like to keep the boxes for all the important things.
I nearly died when my brother put his TV in my TV box only to have the feet slice through the box T_T

Yeah I think I'm sending it back. The accessories compartment is torn in the box as well and one of the packets has been opened whereas the other hasn't :/
The seal on the antistatic bag has a tear in it as well

Definitely a returned item. Some people are taking the pee with DSR they open it, see if they like it, check the clocks etc if its not to their liking, back it goes. There will be a crunch point eventually either higher prices across the board to cover the losses or returned items will have to be refused depending on condition.
This has been happening for ever, and with every retailer. It's a reason why I like to order pre-order stuff on components that matter.
I recently purchased an New Aquaero 6XT which arrived looking like it had been used by at least 3 previous owners. I had to spend an hour or so taking it apart to remove the finger prints and dust. Even the protective film covering the display was poorly stuck back on. But since it worked fine and its a component that is not over clockable, it didn't bother me too much. If it had been a graphics card, CPU or motherboard, it would have gone back.

You've done the right thing. It's worth a short delay in order to get a more suitable item.
