All Steam games have a limit of 4 installs per month per Steam account if you ever exceed that then you have to contact Valve to justify why/if they should give you another install.I've just gone to play Crysis through my laptop through Steam and its told me that the game cannot start because i'm out of licences, I reguarly re-install both my PC and laptop and have never had this problem before. How can I reset my licences or get more or fix this issue?
Yes it does apparently no more than 4 installs per game per PC per month. There are several other games with lower activation limits but Valve are not displaying this info in their T&C's. I read an article on it a while ago but cannot find it now. What ? Steam doesnt have any limitations on installs, only games where the publisher decides there should be some extra DRM.

Its not a good idea to regularly reinstall an OS either as MS will also stop this from activating as they have limits as well.
