Out of the loop - spec me a (smart) phone with following requirements

In order of importance:

Battery life
Small and light
Good tough build
Must be able to do java/flash video stuff

No apple, nokia or sony products. < I don't want to discuss why.

Must be able to be got on new contract.

Budget: contract of <£20 preferably £15 per month or under 12 months only

Data: require 250mb min - 500mb pref
Calls: 200 mins min
Texts: only need 100 a month

Pretty much everyone here bums the Samsung Galaxy S2 but I don't know if you can get it for that monthly price (i'm on a 12 month contract at £30)

My brother's has broke twice. OK once it was dropped, but something internally broke. Externally no visible damage. They seem fragile. Also, poor battery life imo. I think my requirements might be pointing more to Blackberry...but....I'm not a chav. Can I still get one? ;)
 
Phones have the same failure rate as household electronics (6%) - dropping it was his fault - dropping any phone bar the Motorola defy / JCB rubber phones is likely to break them. If you want a BB wait until the end of the month when the next curve comes out (96xx), the current (8520) goes EOL this month.

I doubt you'll get what you want for that budget. 12 month contracts exist in a niche but the handset selection is usually pretty awful (or extremely marked up) to compensate the time shortening.

With the notable exception of current deal on TalkMobile...? SGS2 for £30/month @ £99 ?
Must admit though, surprised when I saw that as even 18 month contracts seem to be harder to find a decent deal on !
 
It's a fairly good deal but the reason there is a bit deeper as TalkMobile need to gain customer share rapidly in order for it to ever be profitable so they are willing to hack the deals down low on the guess you're stay for year 2. Their current pricing is close to unsustainable long term and they are making moves to already move away from it (the data fiasco for example). It's similar to 3's entry into the market, growth with a possibility of high churn but hope to retain :) I am not saying this is a bad move, from a consumers point of view it's fantastic, just offering a bit of the why it's happening.

Samsung also flooded the channel market with SGS2 stock (and the white ones impending arrival means there is a ton of black stock for sale - bitches love white phones) so they probably got a good deal on a lot of the stuff they needed to pull this off at a guess :)

My Desire is about 3 months away from EOC, so looking early at options. Right now, SGS2 seems the phone of choice, especially with no reliable/concrete UK talk on Xperia Duo, HTC Vigor or similar.....

Back on topic, I reckon the SGS2 is a mighty impressive handset, as is perhaps the HTC Sensation....but not really too sure on build quality on either. My Desire seems better screwed together than either sample I have seen......

Does the S2 really fit the OP's second most important item?? - It's not exactly what I'd call small!

If size is really an issue I'd look at the HTC Wildfire S but you really do suffer on a smartphone where the screen is small and you cant have a big screen without having a (fairly) big phone!
