Outputting PC Games to Sony 4k TV - 24hz/24fps problem?

Hi there, please can you help, I'm trying to play my games from my PC to my TV and for some reason it outputs at 24hz which means FRAPS shows 24fps and normally all my games run at 60fps so as you guys know, this means my games are unplayable on the TV.

The strange thing is when I launch hitman it brings up options panel before you go into the game on your desktop, I go in the options and it shows 24hz so then I change it to 60hz and launch the game and then it works flawlessly. It shows 60fps both on my PC monitor and the TV at the same time. So that shows that it does work with my setup and my hardware but I dont know what to do about all the rest of my games as they all output at 24fps.

Some of the games I've tried are GTA5, MGS, Wulfenstein, Battlefield 4, Assassins Creed Unity, these are all on different platforms such as steam, origin and uplay.

Also it might be worth me mentioning that my setup goes PC > AV Receiver > TV if that helps, my graphics card is ATI and I'm on windows 10, everything is connected using HDMI cables from graphics card to AV and then AV to TV. And I've only had this TV a few weeks so thats why I'm confused about this. In the past using my same setup I outputted games from PC to projector and never had an issue so just need to work out the best method for the TV.

EDIT: When I get home from work tonight I'm planning on trying a new method of output, I'm going to try output from graphics card to TV and miss out the AV and see if that makes a difference. If it doesnt make a difference though I'll still be confused! lol

Whats the model number on the TV?

Can you set a higher refresh rate in the screen res settings?

As for your question, I'm not sure about that. Are you asking if I can change the refresh rate on my desktop using the PC or on the TV? either way I'm not sure on how to do that.

I did open ATI Catalyst Control panel last night and it showed my Sony TV and it seems to show 75hz on one screen but then in a different section of the setting it showed that it was outputting to 24hz and it had a drop down menu where I could change it to 60hz or 75hz but everytime I selected 60hz or 75hz and clicked apply it just defaulted back to 24hz.

What do you reckon is causing this 24hz outputting problem? Do you think its my AV Receiver or do you think it's the TV?

EDIT: Another strange thing is that these modern TV's have 4 HDMI slots and some of them say different things on the HDMI like they are configured differently. Like for example when I inserted the HDMI cable from the AV Receiver to the TV's HDMI Slot 1 it then played the sound through the TV's surround system (soundbar + subwoofer) but when I plugged the same wire into HDMI slot 2 to see if it made a difference it played the sound through my PC's AV Receiver and 5.1 speakers. So I find it strange that differtent HDMI slots act in different ways. But despite these differences no matter which HDMI slot I tried, (and I tried all 4 slots) it still outputs in 24hz/24fps.

It's nothing to do with 3D the tv does not support 60hz at 4K ( mainly due to HDMI limitations ) so they tend to limit them to 24hz to match the standardised media frame rate.

The only way you will get 60hz from that screen is at 1080p

You can check the spec page for the tv and it states it clearly doesn't support 60hz@4k as most TVs don't it's mainly monitors using display port that can handle 60+hz

Oh yes. I missed the 4k part. Don't worry though. Sony turned it around and called it a feature... "24P TRUE CINEMA"

Yeah thats all I want mate, just 1080p at 60hz/60fps. Also Hitman lets you choose 60hz in the game menu before you launch the game so hitman works and outputs to the TV at 60fps but the other games I have dont have that option and so I dont know how to solve that issue with all my other games in my library.
 
Oh yes. I missed the 4k part. Don't worry though. Sony turned it around and called it a feature... "24P TRUE CINEMA"

There is a setting on the TV which says do you want to allow the TV to control 24p content and I think its set to off but you can choose On or AUTO do you think that would help?

Have you set the resolution settings in Windows to match this?? If the option for 1080p 60hz isn't in there you can also make a custom resolution and key in the refresh rate settings manually.

The Bravia settings are really bad and it doesn't remember them most of the time and having it manage its own settings always results in horror :D

I know this from experience with many bravias

The TV can't do 4K at 60p, HDMI 2/3 can only do 4K up to 24p, or 30p if the resolution is lowered to 3840x2160.

Which AMD graphics card do you have?

I'm not wanting it to run at 4k 60fps mate, I'm just wanting 1080p 60fps, I just presumed that because my PC monitor runs at 1080p that my games would output at the same resolution and frame rate to the TV? I know the TV is 4k but I thought it would just display as 1080p by default?

And my graphics card is "Saphire R9 290 Tri-X 4GB".

I finish quite late tonight mate, I get home for about 10pm so I'll post back between 10-10:30 and I'll post some screenshots of my catalyst control center to show you what I can see and I'll try to change the settings you've suggested as well and let you know how it goes.

No problem one other thing you can try is setting the resolution/ refresh rate settings in the games INI file (usually found in my documents)

They are usually written a little different but all easily manipulated.

Examples are some INI files will have

Resolution=1920x1080
RefreshRate=60

Sometimes they might have
Resolution=1920x1080@60

If a refresh rate isn't present at all you can usually just add the line yourself. Or set it as a launch parameter in the exe or through steam usually will be done as -RefreshRate=60
