I would implement the same system as it is for bikes, but maybe not the A2 to A when you've to redo the Mod1 and Mod2. After passing your license, you're only allowed to drive 100bhp, after 2 years that limit automatically lifts.Under 25's should be restricted to 100bhp.

it was fine, cruised at 80!all day on the motorway and I still managed to get pulled doing 109.34mph (admittedly with a tail wind and minor down hill slope)
it makes me smile when I hear people complaining about cars under 200bhp being slow

it was perfectly acceptable at both tbh.... admittedly anything more than a tractor you were not overtaking on a single lane carriageway.People often forget the difference between top speed (going fast) and power (getting to speeds rapidly).
