Overclock problem

I am trying to overclock my 2900xt using ATI tool but every time i try to overclock it by moving the core and memory bars they automatically reset themselves.
And if i tell it to find the max settings i get a message saying that theres not enough power and my card has been put on minimum settings.
So i tryed RivaTuner 202 but when trying to overclock the same problem happens the core and memory sliders reset themselfs when i move them and click apply. Not sure if it is a power related problem.
My power supply is a ATRIX 650W Blue Transparent, it has got one 6 pin pci-e
connector and i am also using an Akasa PCI Express 6-Pin to 4-Pin Power Adaptor.
 
hmm it probably is your psu, it may say 650W but it's rails probably' arn't great, what are they?

yea they seem pretty poor and you probably need a better psu, i like most people here would suggest a Corsair psu.

just wait for other peoples replies to confirm what i've said.
