just wanted to know what would give me a better fps rate, would overclocking my 260gtx core speed or the memory speed give me a better overall smooth game?

Both, but it would depend on what game and what settings.

I would say core more than often gives more performance

my crysis game on high setting was running around 30fps normal but sometimes suddenly it would go as low as 9fps so was thinking of cranking up my card a bit

Tbh i doubt a slight overclock will improve that FPS dramatically.
Remember no single GPU can play crysis on max on semi high resolutions.

By this i mean 1980x1200.
Even my old gtx275 struggles @ 1680x1050.
