Overclocking 670 X3 Windforce.

Not sure how low but I can feel a very occasional FPS drop. Probably low 50's so in line with what you're seeing.

To get another 670 - or in my case 680 - to bump the frame rate up to Vsync capped on the occasions when they represent much less than 5% of the round time isn't in my eyes worth it. It's not the money side for me, I could buy one if I really wanted. I don't know what your financial situation is like but another £330 ish to counteract such a small variant is not for me :).

Plus I run 120hz anyway so it'd be far costlier to get capped. If you're considering an outlay of £300 ish again I think you'd get far more benefit overall moving to a 120 hz monitor. You'll feel the difference all the time rather than just the small number of times when you drop to 50's.

I think I'd have to see a 120HZ monitor compared to a 60HZ for me to buy one as I literally just bought a Dell ultrasharp 23 inch

The difference is crazy... You would not believe how much smoother gameplay is, faster and also easier. I never played BF3 much cause on my 60hz screen I just couldn't play that well, wasn't enjoyable. Switched to 120hz and my K/D ratio is around 3-4:1, sometimes even higher like 5:1 on good matches.
 
Also seeing very occasional dips to the mid 50's, only seems to happen in vehicles though. Running bf3 on ultra with 4x msaa, v-sync enabled. Windforce 670 clocked at 1310mhz core boost.
