I currently have my E8500 at 3.6 GHZ with 1.24 volts

This is not enough for 3.8 as i got a error in prime before, whats the normal voltage, or should i say voltage range for 3.8?

I have a P5QE mobo, do i need to change any other settings apart from CPU voltage and FSB, my mem will be sett at 1066

Up to 1.4v is safe, some people are prepared to push to 1.46 but not me matey.
Loosen your memory timings a bit and bump CPU to 1.32, that's enough to get my E8400 up to 4.2 ghz plus.
What ram have you got?.

You have to change vcore, NB voltage, VTT voltage and RAM voltage for recommended by Corsair. Switch off EIST and C1E .
Safe is 1.36v(recommend by Intel) but 1.4v should be ok ;)

Update, FSB is now 400 and cpu volts is showing as 1.28 in CPU Z, which is slightly lower than the figure i sett on the mobo but i guess thats to be expected. I am now at 3.8 with all other mobo settings on auto, Memeory is set to 1066 which is it's rated speed, so far seems ok, the only manual setting are the FSB, PCI BUS, and the memory timmings 5,5,5,15, EIST and C1E are off
