Overclocking an I5-2500k for streaming

Hey all,
First off my PC:

8gb DDR3 Ram
Gigabyte Z68p-ds3 Mobo
stock tower fan
Coolermaster Hyper 212 cpu fan
GTX770 asus 2gb edition

Looking to stream but having issues, as I am unpartnered on twitch I am limited as to what settings I can use to have stability for viewers, I've hit the limit on whats stable for bitrate (3500k which has worked on even the slowest internet I have tried) and I am downscaling to 720p.

The issue I am having is lots of "pixelation" when moving, so the next step is for me to drop the CPU preset in my streaming software, but as my cpu is already at 100% load, the stream goes to 1fps when I do this.

Looking to Overclock my cpu to around 4.5ghz as that seems to be very stable from what i've seen online, and should be enough for me to stream comfortably on a single stream setup until im partnered and get less restriction to bitrate etc.

Ran a test stream and clipped about 1 and a half mins to show you what I mean, I'm driving a car to show you how bad it gets when I'm moving faster, It's worse on grass than in built up areas, but considering 90% of the map is grass and hills it's not going to help!

I am happy to go into the bios and change these things, the reason I am posting is because I wanted to actually understand what I am doing and why,
voltages scare me!
Base clock is easy to OC and I managed to OC 4ghz on stock voltage,
Tried 4.4ghz and windows would not run so quickly reversed it.
The video is on stock settings and I run the game on Ultra, I have dropped it to High/Medium to give the CPU some more resource to render and that seems to help a bit but not enough as I want.

I feel another .5ghz may just make the stream to the quality I want,
Having run the test stream for about 40 mins @100% load (with short breaks between matches) The max temp the CPU hit was 63, so there's room for movement.

Any advice to explain what It is I am changing and why would be massively appreciated!
 
It probably should run 4.5ghz without a huge amount of effort.

Definitely check the post linked by Skilty above. Be careful with your voltages and save your stock BIOS setup (in case you need to restore) and you should be fine.
