Overclocking not shown in OS

Ignore what windows says
Hwinfo64 shows my clock fine

windows says @3.4ghz but it's clearly not

Use aida64 and do memory bandwidth test, that should detect your true CPU oc,you should keep all turbo ratios on auto and just set the CPU multi to your required oc

Check it with the cpu multi instead of turbo. It could be the power limits haven't been changed so when it turbos it's still basing it off a lower power limit than you're turbo can achieve.

Not sure how it's labelled on that MB, but it should just be 'CPU Multi'. May be worth resetting to defaults, set your RAM XMP, set your voltage and then set your cpu multi to the required level.
Do you know what voltage you're aiming for? 4.8 seems high so it would require some pretty good cooling.
Are you interested in power saving or just want it to run at 4.8 all the time?

I selected Adaptive Mode on my mbb so that it's not at full throttle all the time. I have the CPU ratio at 48, the CPU core voltage offset at Auto and the Additional Turbo Mode CPU core voltage at 1.30. I have custom watercooling so it's running at 36C atm.

maybe I should change the Additional Turbo Mode CPU core voltage to Auto?

I really don't know much about that board. I would personally reset everything then try and work out your limits, so if you want a voltage of 1.3 set that and set your multi then test it. If you're using offset at auto it'll probably overvolt quite a bit.
Once you know that 1.3 can run 4.8 overclock then you can look at adjusting the offsets etc.
As I say, 4.8 is a really high clock and I'd imagine once the chip does start running at that speed then it won't be stable at that voltage (unless you won the lottery).

Ive just tried. reset the CMOS and added in the overclock: 4.5 a@ 1.25V.

this is shown as CPU Turbo in HWiNFO but an AIDA stress test does not push the speed beyond 3.8 :(
