formatting wont make your overclock stable.
If you have kept speedstep and c-states enabled your system will only go to 4.5 when it needs to so it can save power.
If you really want to format you need the windows disc and you boot from the disc just like you were going to install windows but instead you delete the partition and create a new one.
remember you need your motherboard drives after installing windows again so you need that disc too.
