I'd go for the Samsung 840 SSD and an Ivy Bridge CPU.

May as well get 32/64gb of ram for a Ramdisk and another Intel SSD for Raid 0 if you have no budget.

I paid £2500 for my first pc in 1998. It was a Gateway pentium 11 500MHz. So this is relatively cheap.
