P4 build won't boot up

I put together a P4 build but for some reason it won't boot. The light on the motherboard is on but when I try to turn it on nothing happens or the fan spins up a tiny bit then nothing. I've tried this with two motherboards but I have no idea where I should start. There is no OS installed yet.
