Ok, the RAM didn't solve the issue, but I sorted it out.
Its one of two things I did.
1. Removed the GPU [Radeon 4850 1gb] and cleaned the contacts with an eraser and
2. Put the graphics card in PCI-X slot 2.
Pc starts up just fine now.

Good to hear you got it sorted. I have experienced no such problems with my GTX280, so perhaps we can infer it is an ATI or even more specifically, a 4850 issue.
I had something similar with my rig, for me it turned out to be my TV card, whipped the card out and no more delay. The cards sitting in a drawer collecting dust now.
