Pairing Bluetooth devices

I have a Plantronics bluetooth headset and am trying to pair it with a Blackberry (and then Nokia) both phones support bluetooth but when searching for the headset it cannot be found.

Headset it plugged in and shows a red light. The only buttons are a power button and a vol up/down

Does bluetooth need to run through a USB dongle connected to a PC with software installed or should it just be able to pair a phone with headset?
 
Got it, basically have to hold in power button for 5 seconds until headset flashing and usb dongle flashing or phone in pair mode
