I took my daughter to A&E the other week, the car park has got barrier machines, which used to rise up when you entered and you got a plastic chip which you then put in a machine on the way out and pay for the time you were in there. However on this occasion they appeared to be out of order or not operating, it was Saturday evening so it seemed reasonable that the parking restrictions were less harsh, the car park was empty and this hospital is hardly the place you dump your car and go shopping / drinking or whatever as it's in the middle of nowhere.
Still, i quickly checked and no one else had a ticket on the car windscreen either so it wasn't pay and display, though there was, what appeared to be, the same old chip machine by the entrance, reinforcing my assumption that charges weren't made at that time of day.
There were no obvious further instructions as to what to do, and with a small child in severe pain i wasn't going to spend time hunting around. Several other people in the waiting room also mentioned that they had no idea what the procedure for paying was either. We eventually got dealt with and i took my now extremely tired and traumatised daughter home having had her elbow joint manipulated back into place giving it no further thought just wanting to get her dosed up with Calpol and into bed
My partner then went back to A&E a few days later after our daughter re-injured the same arm, again she quickly tried to see what to do about parking charges but then went to get medical attention.
However on exiting, she tried to pay for the hour she had been in there, entered the registration, selected an hour and paid, only then realising on reading the ticket that she should have pre paid.
I've just received a letter from Parking Eye informing me i was caught by their system but they've let me off though next time they'll issue a Parking Charge Notice, so i'm now expecting a PCN regarding my partners visit while we are away on holiday.
Am i right to expect that PCN or will they actually see there was intent from my partner to pay and give some leeway?
I'm going to complain to the hospital anyway, what a ridiculous system that is, who knows how long to pre-pay when you go to A&E on a Saturday night? And what happens if you do get delayed and then have to top up, do you just leave your child in the waiting room while you go and pay again?
