My bro needs a new comp. budget £500 max

He needs mobo, cpu, case, ram, psu.

He spec'd this himself (not from here), but I bet there is plenty of improvement that can be made...

Changed the case to free up some cash, it's still well spec'd with a window,USB3 and a couple of 120mm fans. This Z77 mobo will allow overclocking of the K series CPU, it has a 3 year uk based warranty and a dual BIOS (nice safety feature). RAM is faster than necessary but it ties in nicely with the colour scheme too. Heatsink will keep the temps in check when oc'ing without breaking the bank. PSU is excellent quality and gold rated for efficiency.

He's heavily into graphics, but not sure how much threading is needed for photo shop stuff. Personally I would advise him to get 16gb min for memory. Just found out he has 4850x2 so gfx are a bit hungry.

The above configuration is quite ok
I7 is better for photo editing and so on but more expensive :D
16Gb of ram is a good direction for that type of usage
The PSU can handle 2 HD4850 but they have 2PCIEx 6pin power
That PSU has 2 6+2pin
