I'm pretty sure you can't do anything that drastic with the boot drive in disk management. Something like gparted, however, will let you do pretty much whatever you like
I use EASEUS partition manager when editing partitions from within windows. It is fairly comprehensive and free, but I don't know if it will allow you to make changes to the boot drive while it is in use. You may be better off with a bootable tool like gparted as mentioned above.
