Partition Magic allows you to create(and re-size) partitions 'on-the-fly' I believe but I don't think Windows has the ability to do so as standard, I think that normally needs to be done when formatting.
Partition Magic is perfect for the job of non-destructive partition resizing.. but be paranoid with any kind of resizing of partitions. Backup the most valuable stuff before you start, otherwise Sod's Law could give you a kicking.
There is an option to create a recovery disk... never used it myself, but a good idea if you are using PM for the first time. (Also will be VERY useful if you have a spare PC around as this will allow you to work with the GUI of PM if it all goes FUBAR)
There are other products which can resize partitions... but I have always used PM without trouble. In fact, I am often reshuffling the spare space of my partitions....
