partners brother has registered his car to our address

the cheek, he lives in another city and have had a parking fine sent to my address.

he says he will change the address but how will we know if he has ?

dont trust him at all
 
When the car was registered to your address, the V5C log book would have been posted to your address. Did your partner hide this document from you?

He sounds like a proper toe rag.

Tear up the V5, put it in an envelope and stick it on his windscreen, same with any other documentation.
Or contact the agencies and tell them not known at this address.

not happy he has no intention of paying the fine either, will contact the dvla and send the fine back too.

If he has no fixed address, where is the car parked? All you can do is report him, if you want to go down that route.. who to, I don’t know but you don’t want enforcement officers showing up at the door a year down the line.
