Passive GPU wanted

Looking for a new GPU with the following spec

CUDA (for video coding)
HDCP/HDMI 1080p (for 50" tv)
DVI-I/VGA x2 (for two monitors)
If it will run 3 monitors even better
1GB+ memory
PCI-E 16
Passive cooling if possible

Not needed for gaming just fast HD video and picture editing

And yes around £50

I ran my old 8800GT with a S1 Accelero VGA cooler. Awesome temps passively. Assuming they still make passive coolers for current reference cards then that is an option you may want to consider.

I stuck one of these in my nans PC purely to make it HD capable, very cheap, and passive cooling:

You can pick them up brand new for £20, but you might want to spend a bit more and get the GT 240 with passive cooler.
