Well let's not get into the semantics of the word "legend". To put it another way. For me she isn't a legend because even though she was brilliant when things went her way , when things didn't go her way she couldn't win. Legends find a way to win. They also don't quit in the middle of races they deemed themselves fit enough to start.
As suggested earlier perhaps she'd have been a legend if she switched to the marathon earlier.
In the end, I don't think she can be called a legend because she never won Olympic gold. Even if that was down to unfortunate injury.

Colin Jackson. One of my favourite athletes of all time. World champion and held the 110m hurdles record for a long time. Not a legend.
Paula Radcliffe, great British athlete who always had my support. Not a legend unfortunately.
