Is there any buyer protection on Paypal if I send payment for goods or service? As I'm trying to buy a graphics card but worry incase it stops working or the seller scams me such as sending empty box etc
 
Ask PayPal if you need specifics on what they cover.
Also if it's a private seller PayPal won't help if it stops working in a week - you have no warranty on 2nd hand goods from a private seller, they just have to be as described when you receive them.
 
As long as it's a registered address with Paypal then both buyer and seller are covered by the protection.

if you don't receive the item then you log a dispute and then the seller has to provide evidence of postage, that you received it and a pod signature.

Except when the unscrupulous seller (not implying the OP here) says that they've only just fitted it and it's DOA. PayPal protection is far too one sided towards the buyer.
