I sold an Apple watch and PayPal did the same to me . Post the item get the sale completed with feedback then phone PayPal and they will release the funds. Well that's what I did and got the funds early.

Your first mistake was using PayPal and eBay.

Do not use it.

Never seen this before but it would annoy me. Just makes it easier for paypal/ebay to bend over sellers when the scammers go for it.
