PC Automatically Restarting After Shutdown

I recently had a GPU become faulty and since I replaced it, every time I shutdown from Win10, the system turns itself off and automatically restarts after a couple of seconds, so I have to pull the plug out.

I've cleared CMOS, with and with the battery removed, Turn on fast start up unticked, it's got the latest BIOS, System failure auto restart unticked, the problem still exists with the CPU/GPU at stock.

Any help would be greatly appreciated.

Windows 10 64 bit - updated today

My restarts were cured with a new CMOS battery. The one ASUS supplied with a new C6H Rog mobo did not cut it.

Something cheap to try anyway.
 
"CMOS"/RTC battery is obvious target.
But with also that broken GPU is that PSU as old as motherboard/CPU?

Because it has cheap third tier capacitors really badly positioned for cooling.
In fact in one of the hottest places in PSU sandwhiched between 12V rectifier heatsink and 3,3/5V DC-DC daughterboard!

That's pretty much purposely made break up timer.
Certainly wouldn't trust it more than 3-4 years in active use PC.
