PC boot won't TRIED EVERYTHING

What have you tried memory-wise so far? As I see just one stick in the mobo. Have you tested the memory with Memtest (you'd probably have to do this on another computer if that one won't post).

I've tried it in my room using a surge protector, then tried it another room direct to the wall. I don't have another rig so cannot test the RAM and the issue happens with 2 sticks or either of each stick on their own.

Specs -

Intel I7 4770K,
Superflower 1000w Gold
Gigabyte G1 Gaming GTX 980
16GB Avexir RAM
Z97 Maximus VII Hero.

This is a brand new replacement PSU so guessing that's not the issue, and the motherboard led tray lights up so can't see the mobo being the problem.
 
Assuming you've tried the other DIMM slots for the RAM as well.

You've probably also tried powering up with the GPU installed and display connected to it?

Confirm that the 8pin (or 4+4pin) EPS CPU cable is connected to mobo. Confirm that CPU cooler fan cable is inserted correctly in CPU_FAN header and not SYS_FAN header. And don't tear your hair out from these basic questions, best to get them out of the way. ;)
 
what GPU are you using?

do you have a on board one you could try or if you are using one of them do you have a PCI E card you could use?
 
any error codes on the boards led clock? and any red memory or cpu led light up and stay lit?

tried updating to latest bios via usb ? don't think you need working board to update it

The RAM is Avexir Sabranco? I always forget the name :D and that has a white LED which flashes briefly when powered. Debug code just says 00 and then switches off.
 
Start at the very bottom:

1. Test PSU in isolation - if it works then Go to step 2.
2. Connect the PSU to the Board.
3. Take out all peripherals including Keyboard/Mouse.
3. Remove CPU, Memory, Expansion Cards.

Now when you power on do you get any LED codes on the board to state that the CPU is missing or CPU error? If no it is your board. If you do get CPU code then start assembling one component at a time.
 
Make sure nothing on the underside of the m/b is shorting on the case, check your m/b mounts. Do as others have suggested and build outside the case, put board on the antistatic sleeve and rest on top of the m/b box. Test as post #13 and go from there.

never put components on the outside of the anti-static bag

I'm sure he was using an anti static wrist strap when he built it ;) and took all precautions against static the whole time.
 
Just a quick inject. Had this today when fitting new I7. System powered up but no boot. All fans ran, however had 00 in LED readout. Lifted CPU and found some thermal paste had got between the pins and CPU. Cleared it out and all fine now.
