To be clear: is the fan not moving much or not moving at all?

If not at all: are the other fans working? If so, try connecting the CPU fan to one of the fan headers you know is working.

EDIT: If it isn't moving much, that's fine. The fan is PWM, which means that it will vary its RPM in accordance with CPU temperature.
