pc constantly looping

i upgraded to the z77-d3h board and i53750k ive had problems ever since it blew 3 power supplys in a month so i bought a decent corsair cx 750m now same trouble again anybody got any ideas ive tried unplugging everything and still the same thing
 
it wont boot up at all? or just loops at the start then boots?

what memory are you using?
pop out the motherboard battery for 5 minutes then put back in and try
and try with just one ram stick installed for now
 
im using corsair mx3 ram tryed with one and 2 sticks and none still same it comes on for 3 seconds of and constantly same looping all time
 
you left motherboard battery out for 30 minutes? if its still doing it look at the cpu socket for any bent pins but be carefull when checking

another thing to do is build up pc out of the case on wooden or cardboard surface to rule out any short circuit with the case
 
This is an obvious one but have you been in Bios and set the disk mode to AHCI as default on this boards bios is often IDE depending on revision.

Never known Bios set at IDE, causing this problem to loop, if using more than 1 hard drive, try each by its self, latest Bios, drivers, ram timings correct + voltage, try cable's, can you borrow some ram to try.
